This stuff is a superabsorbent polymer - sodium polyacrylate, or something similar. It's used in disposable diapers and feminine hygiene products, and if you mix it into soil, it'll hold rainwater and let it out again when the soil gets dry. Any place that sells a decent range of gardening products will probably have it, these days.

You can also buy one or another superabsorbent polymer as novelty "instant snow" powder.

That's a good idea. I worked on a project where a special cart was made for transporting toilets and would catch the water. This seems much simpler.

thinking about the pool jello stunt.....something i would probably do too, but what if someone dove in head first into this stuff, I see them getting stuck and suffocating.. Might be like getting stuck upside down in deep powder snow. You can not move in that stuff.

Sucking water from a toilet? I thought that was what wet/dry vacs where for.

For smaller quantites some magic supply stores also stock water absorbent.

Re:
Adam Says:
How much is needed to turn a swimming pool into Jello?

If you want to turn that pool into jello
 http://www.watersorb.com/index.html

230 bucks for 55lbs
depending on the size of the pool, 3-5 should do the trick. Although they would probably never talk to you again, if you only dropped one in.
I wouldn't even want to think of how much a hassle that would be to clean up.
