		<description>I was under the impression that semi brakes failed closed (i.e. the air actually holds open a spring which would apply the brakes if there was an air leak).</description>

		<description>The dozer was not secured properly to the trailer otherwise the trailer would have tipped with the dozer.  Also, the dozer is so far back on the trailer the tractor's brakes would have been ineffective since there was no substantial weight transferred to the tractor.  Finally the dozer's blade is not resting on the trailer.</description>

		<description>I believe it.  The tandems look like theyre locked up right as they pass the camera, and with all that weight, on the back, theres no way it would have been able to stop on that gravel road.</description>
